National Security Council Gains Expanded Powers in Project Allocation and Procurement

Following an amendment to the State Financial Regulations, the National Security Council has been granted additional powers to award projects without bidding. With this amendment, the Security Council will have the authority to assign work to specific parties under single-source procurement.
Previously, such projects were only assigned to companies with majority government shareholding and police and military cooperative societies. However, this condition has been abolished with the new amendment.
Furthermore, the Security Council now has the power to modify the cost or duration of agreements signed with its approval, as well as the authority to terminate such agreements. This power was previously held by the ministry that assigned the work and the bid committee.
These amendments were made by the Ministry of Finance through changes to two articles of the Financial Regulations.
